Following the court ruling that the Knysna Municipal Manager, Phineas Ombali Sebola’s, appointment was unlawful and that the Knysna Council re-advertise the now vacant position of Municipal Manager, the Greater Knysna Business Chamber (GKBC) is calling upon the Knysna Town Council to prioritise strong leadership skills, competence, experience, and integrity in the selection of the next Municipal Manager.
As a vital position responsible for the efficient functioning of our local government, this appointment demands careful consideration free from political interference, but rather the quest to identify visionary leader who has the town’s best interests at heart. Careful consideration should be given to ensuring that agreement is reached by all political parties in order to stabilise the position ensuring a long-term appointment.
GKBC challenges all councillors to put their political differences aside and give priority to the best interests of the town.
Background: The role of the Municipal Manager is pivotal in ensuring effective governance, service delivery, and financial management within our municipality. Their decisions impact every resident, business, and visitor in Knysna. Therefore, the GKBC emphasises the need for a candidate who possesses the following qualities:
- Expertise: The Municipal Manager must have a deep understanding of local government operations, legal matters, financial management, and strategic planning. Their ability to navigate complex challenges and find innovative solutions is crucial.
- Leadership: Effective leadership is non-negotiable. The chosen candidate should inspire confidence, foster collaboration, and lead by example. We need someone who can unite stakeholders and drive positive change. It is vital that the new municipal manager possesses visionary as well as implementation skills to deal with all residents of the Greater Knysna Community, rich and poor, he/she should lead the management of the municipality to actively engage with the town’s citizens to effect positive change.
- Ethics and Transparency: Transparency builds trust. The Municipal Manager must uphold the highest ethical standards, ensuring openness, fairness, and accountability in decision-making.
Our Call to Action: The GKBC respectfully implores the Knysna Town Council to:
- Conduct a Rigorous Search: Engage in an extensive search process to identify candidates with the right qualifications, experience, and commitment to public service. The GKBC can also assist in the compiling a list of suitable candidates for the council’s consideration.
- Led by Cogta Western Cape: Since there are important directives issued to Knynsa MM and Knysna Mayor we whish for Cogta Western Cape to support the appointment and the GKBC strongly suggest that we at first put an interim MM in place that will lead the town through the Section 139 and the Support Plan of the Section 154.
- Engage the Community: Seek input from all residents, businesses, and civil society organizations. Their perspectives are invaluable in shaping the future of our town.
- Prioritise Merit: Appoint based on merit, not political affiliations. Our community deserves a Municipal Manager who prioritizes the greater good over personal interests. Keep politics out of municipality.
