The primary goal of this joint operation was to identify and address vehicles emitting excessive black smoke and to educate and to inform them to always assure that they take note of their vehicle emissions.

During the operation, a total of 22 heavy compressed ignition powered vehicles were pulled over for emissions testing. The process involved a visual smoke test, which was performed on each vehicle. If a vehicle failed this initial visual smoke test, the Red Mountain Smoke Check Model 1667 Diesel Testing System would be connected to the vehicle’s exhaust system and the opacity of the exhaust gas measured.

The outcome of the emissions test would result in one of two actions:

Spot Fine: Vehicles found to be in violation of emissions standards would be issued a spot fine in accordance with the applicable regulations. These fines serve as a deterrent to excessive emissions and reinforce the commitment to cleaner air in Oudtshoorn.

Repair Notice: In cases where a vehicle’s emissions exceeded acceptable levels but could potentially be rectified through repairs or maintenance, a repair notice would be issued. This step encourages vehicle owners to address the issue promptly and bring their vehicles into compliance with emissions standards.

The collaboration between the Greater Oudtshoorn Municipality and the Garden Route District Municipality is part of our ongoing commitment to environmental stewardship and the protection of public health. By reducing vehicle emissions, we aim to improve air quality and create a healthier and more sustainable environment for our residents.

The Executive Mayor of the Greater Oudtshoorn, Alderman Chris Macpherson would like to remind all vehicle owners and operators of the importance of regular vehicle maintenance. “Responsible vehicle ownership plays a vital role in ensuring a cleaner, safer, and more sustainable future for our community.”

The majority of tested vehicles, especially those entering our town, successfully passed the visual smoke test. This outcome indicates that these vehicles are currently within acceptable emissions levels, requiring no further action or emissions testing. This achievement is a testament to responsible vehicle ownership and maintenance practices within our community.

This initiative is a key component of the Oudtshoorn Municipal Air Quality Management Plan, a comprehensive strategy aimed at safeguarding and maintaining our region’s air quality at a high standard.

“We take this opportunity to urge all heavy diesel vehicle owners and companies operating in Oudtshoorn to prioritize the proper maintenance of their vehicles. By being proactive in maintaining your vehicles and promptly addressing any emissions issues, you not only contribute to a healthier environment but also avoid potential fines or repair notices. Your commitment to responsible vehicle ownership is essential in our collective effort to protect the air quality in Oudtshoorn” said Ambrose Carelse, Environmental Officer of the Greater Oudtshoorn Municipality.

Oudtshoorn, 10 October 2023 – The Greater Oudtshoorn Municipality, in partnership with the Garden Route District Municipality, recently conducted a comprehensive vehicle emissions testing operation aimed at improving air quality and reducing harmful emissions from vehicles polluting the air of our town.
